What Commercial Construction Involves

Commercial construction covers any building work carried out on premises used for business purposes — offices, retail units, restaurants, warehouses, healthcare facilities, and educational buildings. Unlike domestic work, commercial projects operate under a different regulatory framework: the Building Regulations apply in full, CDM 2015 duties are more stringent, and the contractual structure (typically JCT) is more formal.

A commercial fit-out refers specifically to the process of finishing the interior of a commercial space to make it ready for occupation. This ranges from CAT A (basic services and finishes) through to CAT B (full interior completion including partitioning, ceilings, flooring, M&E, data, and furniture). Commercial Compliance & Regulatory Requirements

Commercial construction in England is governed by a more demanding regulatory framework than domestic work. The Building Regulations 2010 apply in full, with particular requirements around fire safety (Part B), structural integrity (Part A), energy efficiency (Part L), and accessibility (Part M). For any fit-out or refurbishment involving a change of use, building control approval is required before works commence.

The Construction (Design and Management) Regulations 2015 (CDM 2015) impose specific duties on commercial projects. Any project lasting more than 30 working days with more than 20 workers simultaneously on site, or exceeding 500 person-days, must be notified to the Health and Safety Executive. TCM Building & Maintenance acts as Principal Contractor on all notifiable projects, managing the Construction Phase Plan, site inductions, and the Health and Safety File.
